I'm not sure what you mean by your second statement though. You don't think that some people just like to hurt other people? Or am I misreading that?
What I mean is people want to chalk it up to mental illness, which is basically the same "monster" argument - which is ultimately that the offender is not responsible for their actions because they are sick and that we should all be able to recognize monsters and failure to do so falls on the victim.
I actually studied serial offenders (theft, murder, assault, sexual) and these were main points that were driven home when discussing witnesses and how the public and close friends/family all react to news of a crime by someone they know.
There are several things happening with this sort of response and this is why it's so hard to fight, because each person could react the same way for several different reasons.
It would be awesome to be able to respond AND downvote to keep grey...but I'd hate for legit comments to get downvoted for stupid reasons so I see the issue.

While I agree with you for the most part, you are forgetting about the rapists who do not realize/believe what they're doing is rape.
