The entire region of Black & White was based on New York City. It's kind of hard to point out unless you compare them side by side. The centre part is Manhattan and so on.

Well it's not really that big. In the previous games you were only forced to do it 2 or 3 times. The learning curve isn't really that steep, it'll make sense when you do it.
