Where I worked in Long Beach they had quite a bit of new high rise development. Fire codes required a helipad for every single one of these structures. I am making a massive assumption but, I think, not an unreasonable one. It would certainly explain why you see a helipad on every single one of those buildings.

All newer buildings of that height require a helipad.
