they most likely don’t get to take their vehicle home because they have to share vehicles with another officer so the personal vehicle is just a placeholder for the squad car that is out on the street. 

you would add 37mph to whatever speed the chasing vehicle is already going. you will still have to get close and someone in the passenger seat to shoot in order to fire while driving. Maybe they can make some sort of attachment on the front bumper to fire? that would be cool.
