Well it’s pretty much entirely the GOP’s wheelhouse at this point. They’ve given up on trying to persuade voters, so they spent decades stacking the courts (and walling themselves in as legislators) in order to pass what they want without needing the support of the people.

Yeah society used to have tools to deal with bad actors. You could ignore them, walk away from them when they engage you, they would wind up naturally isolated because their toxic traits would drive everyone around them away from them.
