Yeah! Basically you create a problem for the Joker where he cannot deal with it the normal way, and that problem cannot be Batman.
The way to do this, of course, would be to out the Joker in a situation where he is limited and likely up against himself or a clever villain. You can't put him up against Batman, because we need to root for him - in fact, if Batman is a limiting factor, the film becomes about the Joker trying to accomplish something…
