It’s not a question of speeders vs squatters, it’s a matter of state law requires one to keep right instead of passing.

You absolutely will get ticketed to for impeding traffic if you sit on the left lane on an NJ highway. There’s a reason they post “Keep Righ Pass Left” signs every other mile on the roads here- they take that shit seriously. If the Raptor had driven normally and let the Accord driver pass, then none of this would have happened, would it?  It takes two to tango, and the Raptor driver was being a dick in response to the Accord being a dick.  The Accord took it up a level and the Raptor responded in kind.  They’re both at fault.
