Yes, they would be roughly the same size around, but a totally different shape. Different height-to-circumference ratio. Someone who's also a size 16 but is also 6 inches shorter than me would look fatter than I do, because they would be wider at the waist *in relation to their own height*.

Well, pants size doesn't really tell us much because height makes a big difference. I'm a size 16, but I'm very tall, so my body is about the same shape as that of a shorter woman who wears a smaller size. I think there's a mini-generation gap happening here. Depending on how old you were in the '90s, you'll have a very different experience/knowledge of things that were happening in the world.
