For your 2, the Pokémon have always been at the regular price on the console they came out on. But since they used to come out on portable console, they were cheaper ($39.99 on 3DS). The “twice the price” is either an exaggeration or a miscalculation.

Honestly that would be the ideal scenario. I think it would be hard to implement though, as “predatory microtransaction schemes” is not as clear-cut as “in-game purchases” (I mean it’s super clear in many cases, but there are plenty of games which are in a more grey area).
