TBH without the ability to actually identify the caller this law is toothless. Caller ID spoofing is the norm for robo-callers. The only way to fix it is to require carriers to prevent the spoofing, which would probably require major changes to the hardware and software that handles phone calls.

Ajit will do nothing to target robodialers. They make money for the telecom industry and it doesn’t matter what happens to the people getting the calls.
