How is it even close to cheating when it is a part of the the design of the game? I could see if you needed to use a mod or some third party software to accomplish it. If you can save and reload at any time, however, you are not cheating by using a system set in place by the designer.

Renting out the park, or part of it, is something Universal and Disney have always done. I worked a GE event where they rented the whole park for a night when I was at Universal Studios.
