Yes and no.
The self expression part can come into play when people cosplay because a certain character or game meant a lot to their life. They are expressing their gratitude in an homage.

Yeah, I had the same reaction to the picture as you regarding the pose. It does seem a bit creepy because the women don’t seem aware of the picture and they aren’t overtly posing for it, more that they look like they’re just leaning against the railing and looking over the concourse.
