Because lucky for us, the hateful are almost always stupid as well. Setting up a private encryption is hard and using and maintaining it is hard. If an easy, public option is available they will always choose that.
If not Twitter, than they'd be using many of the available private encryption services. I'd rather have them communicating out in the open where they can be more easily monitored.
