“Many” of the recalls issued could be OTA, but to say the “majority of legacy manufacturers’ recalls” could be OTA is not true at all. The majority are physical fixes that need to be done.

Unless it’s changed, when you ignore the autopilot warnings, it would blink its hazards, not just signal, before slowing down and stopping. Though maybe that also depends on what lane you’re in too, perhaps it tries to pull over first before setting on the hazards.
