While you’re correct about the licensed professionals, the concerns of CWD exist in both the high-fenced hunting ranches, and keeping a ‘domesticated’ deer. So the argument initially made is valid.

Unfortunately CWD can not be tested for in a living animal. It must be tested from the retropharyngeal lymph node, which requires cutting into the head of the animal.
