This isn’t a tax (or at least doesn’t count as such for your link). It is a flat fee imposed per telephone line. So even all the hicks you don’t understand pay it, even while having lower average income than all the enlightened liberals on the coasts. It is, if we want to use the tax parlance, a regressive tax.

Having worked in the telecom industry for many years, the Lifeline program is massively abused by those looking to profit off government subsidies and pad their subscriber numbers (at the MVNO level). I’m not saying this is the solution, but it’s a horribly corrupt system.
