Well, for your surprise, american citizens are not above the law here. And they can’t do whatever they want here too. Also, thinking that “Americans” are a superior race is racist enough.

Long paths refer to folder inside folder inside folder, and you can hit 260 characters easily if you deal with multiple files from different sources (and organize them in subfolders, of course). It seems the article is mixing paths with filenames improperly. (see my other comment about UNC)
