It’s not beyond a stretch of the imagination that this guy needed to get his car out and that when he spoke to the utility workers they were rude and uncaring. I’m not justifying his actions, but I can maybe relate to his frustration.

He did talk to the workers, they told him they’d move when they were done and that they were on a public street so there was nothing he could do about it.
