If you put an artificially high number into into the car for tire size to game the system as you describe it will only report a higher total mileage to your taxing authority.
Why not just take the mileage off from the annual inspections? They record all that stuff for the safety inspections. And for the states that don’t do them - make them start. Bonus for getting more unsafe vehicles off the road
