You’re correct. The slowdown is due to traffic reducing to a single lane before making a nearly 90 degree turn at a busy highway interchange. There is a slowdown on weekends when there is even modest traffic, and the left lanes flow at roughly the speed limit.
I’ve experienced this rage-inducing behavior too. I call it ambulance surfing. Now I just pretend every ambulance-surfer has actual need to follow in the emergency wake, for the sake of my own peace of mind.
Have driven this exact stretch dozens of times and this behavior occurs regularly.

Here I am, just now realizing that the Air Force does not fly any attack helicopters. I wonder how the mission capabilites and cost/flight hour of these potential low-cost jets compares against a helicopter like an Apache?

First time I was ever rear-ended I had a similar experience. I was blindingly enraged and jumped out to curse at my high school classmate who’d hit me - she was totally shocked and I immediately realized how pointless the anger was.
