I completely agree, except while the politics are clear to anyone who can dig into the film, Anderson doesn't bash it over the plot.  Nolan never seems to know when to let something drive his plot and when to let it simmer in the background and be just atmosphere.

Except that he does initiate, unintentionally but nonetheless, it by allowing it to draw focus — that's a big difference between how he constructs his plots as opposed to Fuller.  On top of that, it doesn't add anything to his story, but only serves as a talking point for which he doesn't actually have anything to say.
