All of those things are available to people with enough money. Powerful people have been enforcing their will on others since the beginning of time. Hopefully it takes a lot of cash to get Yemen bombed, but some of the other stuff you mention isn't even that pricey, not by their measure.
What you're saying is emphatically not true. I have seen people go to jail for failing to report a crime. Concealing evidence is itself a criminal act, and evidence includes things you know that the police would want to know.
I'm in that system and I've seen too many serial abusers walk free for lack of testimony against them. It takes very little to get a serial abuser put away for a very long time.
