I remember a lot of people noticing it but feelings on the new characters were mixed.

I don't have a problem with X-Files feeling a little dated as long as it feels like itself and has quality storytelling.

"Reboot" gets used pretty freely, even in the media, for situations in which it doesn't apply. 2000's Battlestar Galactica, the new One Day at a Time = reboots; 2016 X-Files, Fuller House = revivals or continuations.
