Quitely's art on The Authority is legitimately absurd-looking. There are panels that I simply burst out laughing at. He's great on other titles, but if that was my introduction to him, I'd be sceptical as well.

I think Grant Morrison is too idiosyncratic to be copying anyone. He's not doing shtick and neither is Moore. They're just both very talented weirdos.
