I agree that Tomorrow Never Dies had its moments (it's never a bad Bond film, just a tepid one) and I'll even go as far as to say that The Wolrd is Not Enough had some highlights as well. That boat chase on the Thames was pretty cool and I always like the ski chase.

Reloaded at least had ambition. It may have failed to meet it in some places (and some scenes, including the rave scene, fall flat completely) but it tried and it got a lot of things right.
