That is just Bong's style. Check out Memories of Murder if you haven't already. Really good serial killer thriller based on a real case from the 80s. It's also probably the funniest movie about a serial killer and police brutality that I've ever seen.

That's Song Kang Ho, who is probably the best actor in Korea. He is also great in JSA, Memories of Murder, and a ton of other movies.

Nothing beats the Gerudo theme from OoT.
