I've seen convincingly argued that they don't want those new titles lost in the shuffle going to SummerSlam. Establishing the talent in those divisions and then having them carry the new title programs to the first Smackdown PPV is a much more prominent way to introduce the new titles.

But Smackdown needs that person to build their women's around and Becky is a great choice for it. If she was on Raw, she wouldn't be allowed to be the top face because Sasha needs to be that and then Bayley comes around. On Smackdown, she will finally be able to try to prove her worth in that role.

But we really don't know that, it wasn't as if Sasha's promos were soaring during her BAD era.

But Charlotte legitimately wrestling didn't take away anything from that approach. If Charlotte worked a good ten minute match with a five second interference at the end, it doesn't somehow remove that good 10 minutes.
