Set is too small. Not enough room for the horses and the actors and the extras.
Osha is fulfilling any need for the Reeds at this point; as for future need (Howland), this could likely be explained by some other character (maybe Luwin?).
He's a great character for the story as a whole, perhaps one of only two or three true psychopathic, completely amoral, completely unsympathetic characters in the entire series.

In the book, Jojen's dream features a drowned Maester Luwin, instead of Ser Rodrik; some have speculated that Luwin will smuggle Rickon, while Bran goes with Hodor and Osha. Seems reasonable to me, especially since the actor who plays Luwin narrated many of the special features on the first season Blu-Ray.

Balon Swann isn't in the Kingsguard yet; if I remember correctly, he takes Moore's spot after Pod kills him.
