I always thought so too, but I thought she left to purposefully put the suspicion on herself instead of Ozai, which would ensure that he would stay in power and make it more likely that Zuko could remain safe because this is a plan she and Ozai agreed to

I would imagine Royal marriage would be very meritocratic as I'm assuming they try to marry those who will give them the most powerfully bending children. Add natural talent from eugenics with all the privileges of unimaginable wealth and add a splash of horrible parenting and you get Azula!

Teen Girl Squad is so great. Zuko is the ugly one.
