These are characters, not real people, so they are saying what has been scripted for them. I am saying the writers are manipulative, attempting to keep the lead characters (who are evil) at least somewhat sympathetic.
You are making a rationalization I think may be based on empathy for the lead characters, who I remind you are Soviets spies, who I hope get caught and tortured by the FBI.

It was even done properly—-making sure just the tire is lit ensures the victim stays conscious far longer.

The depiction of "necklacing" was inaccurate, in that it's best not to get gasoline on anything but the tire, so that the tire catches fire slowly and the victim remains conscious as long as possible. But I suspect doing it right would have been tough on the special effects budget.
