I adore this episode. It's probably in my top three of original Doctor Who stories. What's interesting is that not only does this episode have a great plot and a fantastic atmosphere, it's also a great episode for the Doctor himself. We have:

I was surprised to see such a high grade. I watched it figuring they might have some good political sketches and I was pretty horrified by the lack of quality with the skits. The "Girlfriends" one was funny but otherwise it was pretty awful. Hathaway was really underused which is a shame as she's a lot of fun.

Has this been the most consistently highly rated season? I'm not complaining because I think season 6 is pretty stellar (although I like a fair bit of 7, too).

I know it happened like this in the comics, too, but making the Governor out to be totally batshit insane with severed heads in his house seems like the least interesting way to go with him.

It's been probably six or seven years since I've seen this episode and I still remember Billingsley in it. He's an actor that elevates anything.
