For the characters that could have been merged - I completely agree. But Disney made this movie not only to sell tickets, but also to sell merchandise. More characters = more merchandise.

People who don't like the film state its flaws. People who liked it seem to feel the need to defend it to the point where they're doing mental gymnastics to make the flaws make sense.
