I thought they slowed down the pacing for the PB scene just to show how awesomely efficient the rest of the pacing had been.  No other show gets so much done in so little time without feeling rushed.

All solid theories, but I think Finn wasn't supposed to be in Ooo in the first place.  Just one other human means its not a sustainable population — humans aren't created from scissors, gum and muzak.  I think he and Jake traveled there from another plane as toddler and pup (and the pup's dad).

I thought the overarching immigrant joke was pretty funny and some of the supporting jokes (the bases for exclusion, their inability to function without island booze, the stakes are just a rewards program) were pretty good.  It wasn't a waste of time.
