I think the citizens were scared and beat down, an understandable reaction. I dont think they were Jacobins, they just werent in active resistance. As someone with a law enforcement background I felt like it was almost Cop porn in places: My goosebumps got goosebumps when Gotham's finest made their charge. Modine's arc was excellent.

I think though, that Batman had already beaten Bane and broken his spirit. (As opposed to Bruce, Bane could only break his body.) With Talia's treachery, Bane would not have come back from the beating Batman gave him. Even when Bane was about to shoot Batman, it was agains't everything Bane stood for: physical

No one in my opinion has ever beat Cleese for anger comedy. Even in a fairly underrated thing like "Fierce Creatures."
