There are some evolving character dynamics but I think you can definitely pick it up whenever. I've recently downgraded it to "when I remember to watch" status and it's been fine. Some really great episodes off the top of my head are "The Bet", all of the Halloween eps, and all of the Pontiac Bandit eps.

When I started this show I never expected that we'd get Claire headlining a touring drag revue throughout the Highlands, but damn if it wasn't the best thing to happen in 14 eps.

This is the show that most consistently makes me laugh out loud (yes, even Season 3), but when they do emotional episodes man do they nail it.

Even though I gave up on the show a while ago, I still think Season 2 of TVD is one of the best seasons of television ever, if only based purely on entertainment value. It is absurd how well every single new character and plot twist worked.
