I like the dry humor of the show so it'd be fun but I agree, breakneck works.
This scene and last episode's missing scene of Diggle/Felicity chatting about how to handle Oliver's latest existential crisis. This is what Arrow needs, the little connective scenes that show just how batshit this all is (like the awesome review said).
It's gotten just brutal to watch. How many episodes are they just going to recycle the same angst/writing? It was laughably terrible that we ended last episode on Felicity telling Oliver he always asks if she's happy only for it begin with Oliver asking if she's happy (jesus christ writers). Not really. Batman rejected Ra's pitch based on the morality, because Ra's pitch was like "join me, together we can fix the world —- by killing it!" In Arrow, Ra's pitch is much more subtle, "take it over, run it your way" and the morality is left sort of as a lingering question mark.
Agreed — it was nice to see vintage Oliver and Felicity. I'd still like to see a little more of Felicity just doing her job but it was great to feel like we're approaching the end of the identity-season-muck.
I didn't get why the crytalk was necessary — her advice to him was basically "don't run from your problems, just get your act together"— that's boss, why was she so upset about saying it?
What was great to me about the last scene is that it was the most actual comic character Green Arrow realization — he doesn't want this broody Batman League of Assassins nonsense, he just wants to help out his city and live a simple life. Amell playing it with quiet contentment was just icing on the cake.

I like Hamm but it made me miss Phil Hartman. The character reminded me so much of Lyle Lanley from the Simpsons 'Monorail' episode. Also probably why I loved the ep.
