Yes, Dan's seemingly genuine ire is what makes it so funny, as his exasperation finally gives way to the explosive rage that always lurks beneath the surface. Along with perviness. Rage and perviness.

My favorite might be the moment (alluded to in the interview) where Elliott and Stuart interrupt Dan's attempt to plug his wife's charity drive - or whatever it was, the details are fuzzy.
Wolverine and the X-Men (aside from a couple odd character design choices, namely Mr. "Tiny Hips" Wolverine) also might have reached that level if it had lasted longer - it wasn't as good as Avengers: EMH but it was more ambitious than other recent Marvel efforts.
But man does Ultimate Spider-Man blow hard. I have a feeling the new Avengers show they're making won't be quite as gratingly shitty, but I'll still probably resent it for forcing the end of Avengers: EMH
There are a lot of funny moments in Sorkin's shows, but my vote for the most consistently hilarious is "The Cutman's" inability to keep Casey and Dan straight. That episode is awesome.

As someone who actually really liked House of Cards, I don't think the AV Club has any particular "bias" against the show or Netflix - Ryan's reviews are pretty consistent with other critical outlets reaction to the show.
