I honestly don't see the ambiguity about torture. Sure, they take the guy out, give him some cigarettes and food to help get him talking - but this strategy could only work because of his torture shellshock, and the moment he seems inclined to stop cooperating he's threatened with more torture.
There's a third option, and it's why I think the movie falls off that interesting line: They mention quite clearly that the the suspect has been tortured for so long that he's suffering memory loss, and so is susceptible to the CIA telling him that he's already given up his buddies.
