Well, it also gives a bigger incentive for big names to do a show, when they can't be cancelled after two. It is odd Roseanne is still considered a "big name" to them, but whatever.
It allows the network to produce a small run to "test" the show for an audience, which doesn't work with a traditional debut season, and so the counter that the benefit for the people who make the show is that if it does well, they are guaranteed jobs for a while.
