Hell, most of them are just his business rivals. Which is what I liked about the films; Iron Man's world really is just a bunch of billionaires fighting each other in robot suits, and they more or less got that part right.

In the Silver Age, it was actually sort of a plot element. They almost never came out in great numbers, I think the reason being that their patrol areas are so big, it would take forever anyway. And I think in the early, early days, their rings didn't even work outside of their assigned sectors.
