This is rather good viral marketing. They provide a glimmer of world-building content, and a lot of promotional stuff, not all of which is unwelcome.
I get a Wire season 2 vibe from the blue collar people, almost. It even took that show a lot of the season to get those people to link in to the main thread of the series, so I'm willing to give Revenge a few more weeks to integrate them into main story in a more meaningful way.
