Completely agree. Everything about this job offer (and much of this season) seems like it's setting us up for the final season next year — with April as the new Leslie. But IMO there will never be a P&R season with Leslie in Chicago. P&R = Pawnee, just as The Simpsons = Springfield.

IMO it's not about the kiss. Yes, Joel's pissed about it, but more because he has been clearly putting out feelers about Ed all season which Julia pooh-poohed. Then he asked her directly if anything happened, and she lied. Then when she finally came clean, she still underplayed her role in the shared attraction.
