I fast forwarded to 6:33 and nothing. Then I wondered if the time on my DVR was accurate because it started about 2 seconds in to the episode, so I moved around a bit. Then I wondered if they counted the 6:33 using the original video, without taking the commercials or title card into account so I fast forwarded a bit

I think you got this wrong. The Governor calls them adults and Milton corrects him and says "You mean, kids." The Governor says

Oh, I get you. I thought Mr. Adams was saying that the LINE was a way to skirt copyright, not that the entire concept was. that is obvious. I disagree that it was particularly clever. Shows have been doing stuff like that forever — although usually as a way to parody the material itself (see McBain).

Well, you'd have to watch more than 20 for "Top 10" to be even "better than average". I don't think I could even name 20 comedies on TV. But I get your point. You like BBT. Me too!
