I wouldn't go that far. It's got a really intriguing setup that most episodes do service to. And there are some perfectly timed and delivered short jokes in Brotherhood.
I remember there being a few episodes in the first half of the series that didn't really seem all that important. The one that comes to mind is the cat burglar episode.
