Are you talking about 360 DLC on the XBox One? In my experience it is all backwards compatible, but it doesn't download automatically when you install your 360 game—you have to go to "Manage Game" and re-download from there.
I was playing through Fallout 3's Point Lookout DLC on my XBone just the other day.

It bugs me that PS Now's library is STILL only PS3 games. When they announced the service they said it would launch with PS3 games and then shortly add PS2 and PS1. Still waiting on that…
