It was absolutely intentional. Chris used different adjectives for each locality as well, so he could praise both in the highest terms, while legalistically not contradicting himself. That's just how conscientious he is.
I've been saying this all season, but Adam Scott has been getting a shitload of mileage out of lines that aren't even really "jokes" on paper, just by virtue of his delivery. He's been especially great as straight man to Poehler, who herself is an exceptionally gifted straight man in other roles.
