The A-plot could have been nothing but Bashir bouncing a ball against a door Toby Ziegler style for twenty-five minutes and the B-plot of Heart of Stone by itself would make it one of the better episodes of this entire season.

I think we only see a rating once (by which I mean a non-officer crewmember) speak ONCE during all of TNG, during that episode with the witch hunts that's a thinly veiled metaphor for McCarthyism.
