Benders don't need weapons to fight, and the ones that did only
used it to enhance their bending. But those haven't been seen in Korra.
They only need weapons if they plan on fighting with only non-benders,
which is a horrendously bad idea since non-benders fighting waterbenders
in a city made of ice is a hilariously…
