Zuko is 87 or 88. He does come from a long-lived family, but to be able to move like Amon does at that age… well, could be possible, but I'm dubious at best. Amon also sure as hell doesn't have the hands of someone that old; taught, clear skin, no liver spots.

You are right of course, but it is also true that the episode you cite is directly at odds with how the colonists are treated in DS9, where they are explicitly and repeatedly referred to as Federation citizens.
