I think Fargo is on that level, or at least very, very, very close to it. More than "pretty good", anyway.
It was just another homage. The Man Who Wasn't There featured a UFO and the belief in extraterrestrials is a bit of a subplot.
The difference, I think, is that Hawley actually wanted their approval and presumably got it. I don't think he would have moved forward without it.
